What is PULSUS and what are the association’s goals?

PULSUS – Because health deserves more than silent approval

We are physicians, healthcare professionals, and committed individuals who share a common belief: the healthcare system needs a critical, independent voice – and since 1993, PULSUS has been exactly that. Free from party politics but full of dedication, we advocate for a form of medicine that puts people at the centre. In 2012, we launched and won the referendum against the “Managed Care” revision of the Swiss Health Insurance Act (KVG). Why? Because we are convinced that healthcare must not be governed by economic interests or state control. We fight for:

  • a modern TARDOC that reflects the reality of medical work
  • fair outpatient flat rates that do not burden patients or providers
  • true care coordination – based on collaboration, not control
  • full transparency in health policy, which requires trust and openness

PULSUS informs, engages, and takes a stand – in the media, in politics, and at the ballot box. And we clearly say: no to outpatient flat rates if they open the door to centrally controlled care models that endanger freedom and quality. We speak up when others stay silent. For a healthcare system with backbone, foresight, and humanity.

What activities and events does PULSUS organize?

PULSUS addresses current and relevant issues in health policy and places them in a clear, understandable context. We regularly publish our assessments and positions on LinkedIn and on our website – with transparency, clarity, and commitment.

In addition, we publish position papers on key developments in the healthcare system and send important updates and new information directly to our members – concise, up-to-date, and relevant to practice.

How is PULSUS funded?

Commitment needs support – both idealistic and financial

PULSUS thrives on the active involvement and solidarity of its members. Our board members work on a voluntary basis with great personal dedication – out of conviction and without compensation. To continue raising our independent voice effectively in health policy, we depend on broad and reliable support. In addition to the personal commitment of our members, membership fees, donations, and contributions from sponsors and patrons are essential. They enable us to produce well-founded position papers, actively shape health policy debates, and disseminate important information in a targeted way.

The Swiss healthcare system is at a turning point. Political decisions, economic pressure, and structural challenges are significantly impacting the delivery of care – especially in the outpatient sector. PULSUS is strongly committed to ensuring that quality, fairness, and humanity are not left behind.

Fair outpatient flat rates
We advocate for a billing system that reflects the actual effort and diversity of medical services – not for simplified flat-rate solutions that distort complex realities. Flat rates must not become a gateway for state-controlled or commercial care networks.
From TARMED to TARDOC – a modern tariff system at last
The outdated TARMED no longer reflects modern medical practice. We support the swift introduction of TARDOC – a transparent, nuanced system tailored to the needs of patients and healthcare providers.

Minute medicine – when there’s no time left to talk
Ever less time for conversation, counselling, and genuine human connection: the economization of everyday practice threatens the physician-patient relationship. We believe that medical quality means more than just recording services – it begins with listening.

Staff shortage – a growing threat to care delivery
Nursing, medical assistants, healthcare personnel: the shortage of professionals affects all sectors. PULSUS calls for targeted political measures to relieve and strengthen these professions – for a stable, sustainable healthcare system.

What is PULSUS’s position on digitalization in healthcare?

The digitalization of the Swiss healthcare system is a key priority to improve efficiency, quality, and patient safety.
A major step in this direction is the national DigiSanté program:
Digitalizing Switzerland’s healthcare system

The national program DigiSanté (2025–2034), initiated by the FOPH (Federal Office of Public Health) and FSO (Federal Statistical Office), aims to drive the digital transformation of Swiss healthcare. Although Switzerland has a high-performing healthcare system, there is a need to catch up in terms of digitalization – especially regarding interoperability between IT systems.

Key objectives of the program:

  • Develop a modern digital infrastructure to enable secure exchange of health data.
  • Improve coordination of digital initiatives to avoid duplication of efforts in the healthcare system.
  • Create legal foundations and promote digital literacy among professionals and the general public.

Looking ahead: By 2034, DigiSanté aims to significantly improve efficiency, quality, and patient safety in healthcare. PULSUS supports this initiative with innovative digital solutions.
